Director Procurement - Functional
Overview
You will play a key role in supporting the central procurement department efforts to source materials, equipment, and services essential for the construction of our power generation projects. You will collaborate with various stakeholders to ensure timely procurement, Expediting cost efficiency, and compliance with procurement policies and regulations.
Your Job Functions (Duties & Responsibilities)
- Project Management: provide coordination and support to the various project companys/project teams and EPC Contractors/Partners to ensure the on time delivery of capital equipment from local suppliers.
- Vendor Coordination: Liaise with suppliers and vendors to Prequalify them on the ERP, help EPC to support them to obtain quotes as required, help EPC to negotiate terms, and ensure timely delivery of materials and equipment to the Project Site.
- Procurement Documentation: Assist in the preparation of procurement documents, including purchase orders, contracts, and RFQs (Requests for Quotation) as required.
- Sourcing: Identify potential suppliers, conduct market research, and evaluate vendor performance to support procurement decisions of EPC.
- Cost Control: Collaborate with the procurement team to control project procurement costs and track expenditures.
- Quality Assurance: Work with the QA/QC Manager to ensure that procured materials meet quality standards and specifications and as required visit the factories for expediting the deliveries.
- Compliance: Ensure compliance with company procurement policies and relevant regulatory requirements.
- Reporting: Prepare regular procurement/ expediting reports of EPC and provide updates to Site management on procurement status and Issues. Weekly reporting to Central Procurement office with the main site issues.
- Bid Evaluation: Assist in the evaluation of bids and proposals from suppliers and contractors as required.
- Contract Management: Support contract management activities, including contract creation, negotiation, and administration for China Office.
Requirements
- Bachelor’s degree in supply chain management, Business Administration, or a related field.
- Previous experience in EPC procurement, supply chain, or a related role is preferred with minimum 10 to 12 years of experience.
- Strong organizational and multitasking skills.
- Excellent communication and negotiation abilities.
- Proficiency in procurement software and Microsoft Office Suite.
- Attention to detail and a commitment to accuracy.
- Knowledge of procurement best practices and regulations is a plus.
